Covenant on Economic, Social and Cultural Rights

Article 7(a)1:

In preparation for International Women's Year, the Commissioner for Labour in 1974 took up the question of cqual renumeration for women jointly with the four major employers' associations, namely:

(a) the Employers' Federation of Hong Kong;

(b)

the Hong Kong General Chamber of Commerce;

(a) the Federation of Hong Kong Industries.

The aim in due course would be to enable Hong Kong to comply with I.L.0. Convention and seek its application without modification. Although the Commissioner for Labour has been orally informed that there is not likely to be any real problem, a substantive reply is still awaited from these associations. It is considered inadvisable to offer any further information until there has been an opportunity to examine that substantive reply. At present we have insufficient information on the practical position in regard to equal pay in the private sector.

Article 8.1.(b)

(i) Affiliation with/membership of external

organisations

Sections 33(1)(j) and 45(1) of the Trade Unions Ordinance restrict the payment of union funds to, and the affiliation of a union with, an external organisation without authority. These provisions were originally intended to prevent local trade unions from falling under
