Chinese New Year falls on turday, 16 February 1980. The usual practice would be to advanc 50% of February pay on the January pay-date. For administrative convenience and to obviate the need of apportion ng the February pay int two halves, consideration is inst ad being given to advar ing, as an exceptional case this time, the February pay- late be ore Chinese New Year.

It is expected that the Finance Co. ittee reeting on 12 December 1979 will consider, inter alia, the following :
(a) the revision of the laster lay Scale, the model
Scale 1, the Craft and Printing, and Technical Apprentice Pay Scales, and he creation of new Disciplined (Rank & File) a 1 (Officer) Pay Scales;
(b) the rev: sion of individual 1 nk salary scales not
involvi; restructuring;
(c) the deletion of certain existing ranks.
For those grades for which the Standing Commission has recommended structural changes (for example, where existing rks are merged with existing or new ranks in the same or another or a new grade, or where a rank is split into two, etc.), hey will have to be dealt with in subsequent Establishment Sub-Ca mittee papers, which will be prepared after consultation with the Head of Department/Grade(s) concerned. The staff involve will be g. ven an option and if found suitable (and qualified, i applicable ) will be regrade to the new rank structure with r trospective effect from 1 C.tober 1979.

Departmental Secretaries should particularly note lat in consequence of the raising of the maximu of a number of sc: Les from IPS Point 23 to IPS Point 24, officer so converted will become ineligible for overtime payments a 1 may be liable to refund any payment subsequent to 1 Octobe 1979.

Staff should be assured that everything possible is being done to expedite payment but because of the complication and size of the exercise, the timescale set out ir paragraph 2 above cannot be improved further.
