It was not necessary for me to refer to a possible adverse reaction in the United Kingdom and so I refrained from doing so Executive Council is sometime difficult to guage in such matters and could easily have resented that we should or should not do something because parliamentary criticism might be attracted.
Nevertheless the Attorney General remains firmly of the idea that we were wrong not to have proceeded with the bill. And it could well prove the case that we might need some form of legislation in the not too distant future for today the dispensers from the Medical Department are threatening to sue Government if we take action against some of their members who are refusing to do shift work. It is my personal view, however, that if in the long run we lose in court and even on appeal that would be thoroughly under-
h stood by the public of Hong Kong as demanding fairly urgent action on our part to set matters right: the principle of "no work no pay" is fairly well accepted everywhere.
