Situation Report on ajor Pay Disputes (No. 4)
Consultation with staff representatives of the Welfare Class on the package of proposals to re-structure the Social Welfare Department (with the exception of the Assistant Social Welfare Officer rank) is now complete.

Following the informal meeting on 4.12.78 a further meeting was held between the Association of ASMO Committee, SD and CSB on 13.12.78. At the meeting management urged the Association to consider one of the following alternatives:-
(a) accept Government's proposed increase in their
maximum pay from IPS point 30 to 34 but
reserve their position to re-argue their case before the Standing Commission;
(b) not to accept Government's proposals and to have
their case referred to the Commission.
The ASOS rejected the alternatives at an EGM on 14.12.78 and proceeded with its petition to H.E. on 19.12.78 repeating their demands for better promotion prospects and a higher maximum salary.

To press their demands the Association wrote to the Secretary for the Civil Service informing him that unless their demands are accepted their members will take part in a series of "sit-ins", i.e. strikes on:

1st week: 8.1.79
2nd week: 15.1.79 and 16.1.79
3rd week: 22.1.79, 23.1.79 and 24.1.79 and so forth.
The SCS's public statement on this issue is at Appendix I.
The strike on 8.1.79 was supported by about 50% of the ASOS. Steps are being taken under CSR 610 to deduct the pay of these officers for that day.

Efforts are being made by DS to persuade the Committee to call off its intended strikes next week.

Despite the fact that general agreement was reached at a meeting on 20.12.78 on job inspections and the timetable, the Association of Government Nursing Staff decided at its EGM that same evening to begin "work-to-rule" with effect from 22.12.78.
