STANDING COMMISSION ON CIVIL SERVICE SALARIES AND CONDITIONS OF SERVICE

On 12th December 1978, the Council advised and the Governor ordered that the proposal to establish a Commission with the terms of reference and composition set out in memorandum XCC(78)95 (Annex A) should be approved, subject to various changes and provisos. The approval was subject to consultations with staff associations, and the purpose of this memorandum is to inform Members of the result of these consultations and of certain minor textual changes to the terms of reference which it is proposed to make as a result.

The Staff Side of the Senior Civil Service Council

The three Main Staff Associations which together form the Staff Side of the Senior Civil Service Council generally welcomed the establishment of the Commission. They had some comments on the terms of reference, as a result of which it was agreed to recommend certain minor changes. The slightly revised version of the terms of reference, which incorporates these changes, is at B, C Annex B. At Annex C is a summary of the changes made.

Individual grade staff associations

One hundred and three grade associations were consulted in writing on the proposed terms of reference and composition of the Commission and invited through their Heads of Department to give any views they might have. About half made no comments. Of the remainder, 44 have made constructive comments and appear to be generally in favour of the Commission.

The Hong Kong Civil Servants General Union

The new Hong Kong Civil Servants General Union has reserved its position in a letter signed by itself and 12 affiliated associations. This Union, which has not yet been recognised for consultation purposes, claims to represent lower paid civil servants, but it has not so far been able to recruit many ordinary members. The Union wants the terms of reference and composition of the Commission to be formally agreed by all staff associations. It is believed that the Union's attitude in this matter is influenced by its desire to establish itself as a major union within the Civil Service.
