I suggest that before drafting a submission it will be necessary to obtain from Hong Kong the background of the persons appointed, unless this information is already to hand in your department.
3. I am content with the terms of reference in view of the wide measure of support they obviously command among the staff associations (trade unions) in Hong Kong.
