The Commission may wish to consider in the light of experience whether changes in its composition or role are desirable.

In carrying out its terms of reference, the Commis kon should ensure that adequate opportunities are provided for staff associations and managment to express their views. The Commission may also receive views from other bodies which in its view have a direct interest.

Conditions of service as listed in para. 7(1) of the 1968 Agreement between the Hong Kong Government and the Main Staff Associations :

weekly hours of work
leave rates (for vacation, casual and sick leave) rent for quarters
house allowances
eligibility for housing
charges for medical and dental treatment
Composition of the Commission
The Chairman and members are all part-time. Their initial length of appointment would normally be for either 2 or 3 years (so that all the members would not become due for renewal of appointment at once) and thereafter for 2 years at a time. None of these persons will be civil servants, and either the chairman or at least one of the members will be an Unofficial Member of the Legislative or Executive Councils. All would be normally resident in Hong Kong. It is proposed to supply the Commission with a Secretary-General who would be a senior seconded civil servant or ex-civil servant.
In addition, after the Commission has been appointde it would be open to it to request the appointment of an expert Adviser. If so, he would be appointed in consultation with the Governor. The Chairman may also (with the agreement of the Chief Secretary) appoint persons who are not members of the Commission to be members of (or advisers to) sub-committees of the Commission.
