STANDING COMMISSION ON CIVIL SERVICE SALARIES AND CONDITIONS OF SERVICE

1. I attach, as requested by Mr McLaren, a draft submission to Lord Goronwy-Roberts, explaining the background to the establish- ment of the above Commission and a description of its functions.

2. Mr Hurst has seen all the relevant papers and has commented at folios 103 and 104 on the 1978 file, and folio 9 of 1979. Most of his points seem to havebeen taken care of in the revised terms of reference and composition of the Commission (folio 10 of 1979). In his minute of 18 January (folio 9), Mr Hurst does express concern that, if employers from the private sector were to be represented on the Commission, there would be a case for including someone from the trade union movement in the private sector. From the brief biographical notes provided on the eight members, it appears that although five would fit into the former category, there are none from the latter. However Father McGovern's previous concern for workers' interests is pointed out by Mr Hurst and most of the Staff Associations, knowing the composition of the Commission, seem content to adopt a "wait and see" attitude. There is, moreover, little or anything we could do to affect a change in the membership at this stage.
