The Governor has appointed Sir Y.K. Kan to be Chairman of the Commission. Mr. P.B. Williams has been appointed Secretary-General. He will take up post on
19 January 1979. The membership of the Commission is set out in the list attached.

As indicated by the Secretary for the Civil Service in his speech in Legislative Council on 16 November 1978, the Commission has been set up because the present arrangements for settling pay and structure problems within the civil service are no longer appropriate. The terms of reference require the Commission, among other things, to advise on how to review the salary and structure of individual grades and to oversee the carrying out of such reviews. Only by carrying out an overall review can the interests of all staff be fairly considered.

To assist it in carrying out its work, the Commission has been empowered to co-opt additional persons to serve on sub-committees. This will enable the Commission to obtain the help of experts in particular areas of its work.

As from the date of this circular all outstanding issues within the Commission's terms of reference will be subject to advice from the Commission.

As soon as the Commission advises on the procedures to be followed for making representations, all Departments and Staff Associations will be notified.
