DPH also suggested that a survey on the pay scales of comparable jobs in the private sector be conducted with a view to determining the appropriate level of remuneration for each of these ranks proposed.

The Pay Investigation Unit conducted a private sector survey and its findings were -

the pay scales of Meter Reading Staff in the Civil Service are generally higher than those of their counterparts in the private sector;
in general, in the private sector the level of education required of Meter Readers is not higher than Form 4 compared with "a good general education of at least Form 5 or HK Polytechnic Technician Diploma" required of entrants to the Meter header grade in the Civil Service; and
of the 3 companies surveyed, all provide a promotion avenue from the junior rank to the most senior in the Meter Roading stream.
Based on the above findings, and following staff inspections and consultations with DFT and the Finance Branch, the Civil Service Branch proposed that a 4-tier structure should be introduced in place of the existing 3-tier structure for the leter Reader grade. The proposed pay scales for the proposed new ranks are

In addition, the Civil Service Branch recommends

incorporation of the $75 temporary non-pensionable allowance into the new pay scales; and
lowering the academic requirement to Form 4 for entry into the recruitment rank of Meter Reader II.
The package of proposals benefit the staff side as follows -
the existing pay scales are improved except that the minimum pay for the recruitment rank of Meter Reader II is lowered to MPS point 4 with the entry qualification being lowered to Form 4.
It was explained to the staff side that serving officers would in no way be affected;
the career prospects of the Meter Readers are considerably improved, because in the new structure, there will be:
(i) 5 posts of Senior Meter Reader, comparing
with one at present;
