butchers in the private sector got more pay than they did;
the proposed maximum pay for Foreman Butcher was still less than that for Tally Clerk, though in 1967/68 Tally Clerks were paid less than Foreman Butchers; and
the proposed pay scales did not commensurate with their duties and responsibilities.
The Butchers offered a counter proposal by submitting that, pending the review by the Standing Commission and as an interim measure, there should be an all round increase of 2 increments over and above the pay scales proposed by the management.

On 23.2.79, the Urban Services Department representatives met with the Executive Committee members of the Butchers Association, stressing that the government's proposals formed a package and that if the staff chose to accept the package, they would still reserve their right to argue their case afresh with the Standing Commission.

At its meeting on 26.2.79, the Executive Committee resolved to reject the government's package and an Extraordinary General Meeting had been scheduled for 16.3.79 to discuss the next course of action to be taken. It is likely that staff might resort to industrial action on 21.3.79 by refusing to do overtime and a possible go-slow.

In the meantime, the Director of Urban Services has issued a comprehensive letter to each member in the Butcher grade on 12.3.79 with a view to persuading them to accept government's package.

Staff on the MOD 1 (Labourers and Artisans) pay scale are employed on temporary month-to-month non-pensionable terms. They are in receipt of a variable monthly temporary non-pensionable cost of living allowance (COLA). The current rate is $15 per month.
