The above figures do not include understatement from the previous year; the survey showed that six companies had given increases effective in 1977-78 but which were not recorded in the 1977-78 survey. This was because the decision to increase pay had been taken after completion of the PIU Survey but backdated to fall within the survey period. effect of re-calculating the increases (weighted means) for that period indicated the following understatement for 1977-78

It has been the previously agreed practice to deal with these late awards by adding the previous year's under- statement to the current year figures. The Senior Civil Service Council also agreed to a proposal to do so on this occasion. It was considered that the changes in the field of survey by the deletion of certain companies for the current review would not significantly affect the validity of the overall result. The previous year's understatement added to the 1978-79 figures totalled below therefore from the evidence upon which to decide upon an increase for the Civil Service
