compassionate grounds, and I have written to the Secretary
for the Civil Service to ask him to consider this.

In the meantime, as Mr Sc revealed in his first letter,
Lord Cranborne's enquiry has led the Hong Kong Inland Revenue
Department to look again at Mr Penhearow's file, and they
have discovered a further refund owing to his widow.
