Clause 3 also permits
the Secretary to delegate to any public officer or any
class of public officers his power to stop pay.

By clause 4 of the Bill a public officer who
is absent from work or who fails to perform his usual
duties or engages in irregular industrial action short
of a strike may be suspended from duty without pay by
the Secretary for the Civil Service.

Clause 5 of the Bill makes clear that the
powers conferred by this Bill are in addition to any
other powers of the Crown to stop the pay of public
officers or to suspend them from duty.
5.
The enactment of this Bill will not result
in any additional expenditure of public moneys or
additional Public Service staffing requirements.
