(2) For the pruposes of subsection (1) it shall

not be a reasonable excuse that a public officer

absented himself from work, refused or omitted to

perform his usual duties or engaged in irregular

industrial action short of a strike in contemplation or

furtherance of a trade dispute.

Suspension from duty without

pay.

(3) The Secretary for the Civil Service may

delegate to any public officer or to any class of

public officers the power conferred on him by subsection

(1).

4. (1) Where a public officer, in contemplation

of or furtherance of a trade dispute

-

(a) is absent from his place of work; or

(b) refuses or omits to perform all or any of

his usual duties while attending his place

of work; or

(c)

engages in irregular industrial action short

of a strike,

the Secretary for the Civil Service may suspend that

officer from duty.

(2) Where a public officer is suspended from duty

under subsection (1) he shall not, in respect of the
