It is proposed to issue a statement after the decision by Governor in Council is known, announcing the decision. The statement will explain that representations made by a number of grades on the Standing Commission's report have been taken into account by the Executive Council but that the Council has nevertheless concluded that the recommendations contained in the Report should be accepted. It will be emphasised that the Council, however, appreciates that such a wide-ranging report cannot hope to satisfy the aspirations of all grades of the civil service and, as the Commission is a standing one, there will be an opportunity for groups which are not satisfied with the recommendations to make further re- presentation for consideration by the Commission. The statement will also make it clear that the Council's decision is subject to the provision of the necessary funds by the Finance Committee of the Legislative Council and will outline the likely timing of the next steps. These are that the proposals will be put to the Finance Committee on 12th December (if detailed costings are available in time) and that it is hoped to have pay- ments made before Chinese New Year, except for those arising from changes in structure, which should be made in March if options are exercised in time.

Members will be asked to advise whether the recommendations in the First Report on Civil Service Pay should be accepted, subject to the provision of the necessary funds by the Finance Committee of the Legislative Council.
