service listed in Term of Reference I(d), which includes most of those of interest to married women, had not in fact been referred to the Commission for advice. However, under Term of Reference VI, the Main Staff Associations may refer the se conditions to the Commission, and indications are that they are likely to do so.

The Chapter also recommends that Independent Commission Against Corruption staff should have their pay adjusted in accordance with the revised Master Pay Scale pending a more detailed examination.

Detailed costings are currently being worked out on the Treasury computer and will be used in the submission to Finance Committee. At this time, the net cost of the se proposals in a full year (excluding the implications for pensions, gratuities, allowances and other related items) is in the order of $500 m, of which $380 m is in respect of the Civil Service, including the Housing Authority, and the balance for subvented organisations.

The order of cost for 1979/80 is $250 m (including a grant to the Urban Council). This includes a sum of $15 m for a grant to the Urban Council to meet the additional cost in 1979-80 only, under the terms of paragraph 6.3 of the Memorandum of Administrative Arrangements which provides that the Government will meet the cost of a salary increase, for the year in which it is awarded, in circumstances where the Urban Council has not been given sufficient notice of the increase to make pro- vision for it in its budget.

At this stage it is not possible to assess with any precision the implications of the se proposals on the economy. In themselves, they are unlikely to have a serious inflationary effect though they may have a greater psychological impact, and may confirm Government's role as the market leader.

Directorate salaries

When the Master Pay Scale and other scales are adjusted on the basis of a pay trend survey, it is the practice to adjust the Directorate Pay Scale by about the same percentage as the top of the Master Pay Scale. However, the adjustment to the Master Pay Scale proposed by the Commission is of a different nature. Moreover, the Standing Committee on Directorate Salaries and Conditions of Service has begun an overall review of the Directorate with a view to reporting in about June 1980. In the circumstances, it is not proposed to make any adjustment in the Directorate Scale at this stage.
