Proposals for changes in the pay scales or number of ranks of individual grades paid from the Master Pay Scale, and grouped by educational qualification, are contained in Chapters 8 to 16. A complete list of existing and proposed pay scales is at Appendices XII - XVIII.

Grades which may be of particular interest include Police Interpreter (paragraph 9. 23), Health Inspector (paragraph 10.15), Physiotherapist (paragraph 10.31), Radiographer (paragraphs 10.7, 10.8 and 10.33), Registered Nurse (paragraph 10.34), Controller of Posts (paragraph 10.39), Butcher (paragraph 11.37), Housing Manager and Housing Assistant (paragraph 13.91), Labour Officer (paragraph 13.94), Trade Officer (paragraph 13.99), and the Education grades (Chapter 14). The remarks concerning "degree" and "professional" grades in paragraphs 13.3 to 13.5 are also of interest.

Implementation arrangements

Chapter 19 contains various recommendations for implementing the proposals contained in the Report. The first is that the recommenda - tions regarding pay and structure should be implemented with effect from 1st October 1979, being the first day of the month in which the Report was submitted to the Governor. This seems reasonable.

Secondly, it is recommended that "bracketed points", that is to say extra increments awarded on confirmation to the permanent and pensionable establishment, should cease as soon as possible. Their abolition was a recommendation in Report No 1 which was accepted but had not been implemented pending receipt of Report No 2. It is now being implemented with effect from 1st December 1979. Serving officers will not be affected except possibly if the minimum of their scale is to be increased, in which case special rules may need to apply.
