of the Model Scale 1 itself, which taking into account special conversion arrangements for staff on the bottom segment gives increases ranging from 10% for the bottom segment to 8% for the top segment. One of the conclusions in Report No 1 (paragraph 28) which was agreed was that Government should set an acceptable standard and be among the better paying employers in relation to the lowest paid, It is on this basis that the new scale is constructed. In addition, an extra increment is introduced for the lower segment, to be reached after 15 years' service, The new scale is set out in Table A at the end of Chapter 5.

The other major recommendation is that the cost of living allowance (C. O, L.A.) paid to all Model Scale 1 employees should be abolished. The reasons for so recommending are persuasive, and are set out in detail in paragraph 5.6. In recognition of the withdrawal of C.O.L.A., a solatium of $500 is recommended. The abolition would be effective from the month following the date when salaries based on the proposed new Model Scale 1 are paid.
The Disciplined Services

Chapter 6 of the Report deals with the disciplined services and confirms that they are sufficiently different to warrant them being treated as a separate group within the civil service. In particular, they are subject to disciplinary codes and their work can be dangerous, distasteful and unpopular. One consolidated disciplined scale is recommended to replace present arrangements whereby there is a separate rank and file scale for each service whilst officer ranks are paid from the Master Pay Scale. The new scale, divided into scales for rank and file and officers, is shown at the end of Chapter 6.

Pay differentials between the main disciplined services remain broadly as at present but the overall percentage scale increases are some- what higher than those recommended for the Master Pay Scale.

Special conversion arrangements are also recommended (paragraph 6.53) and the details have been confirmed to separate corres- pondence. The overall effect of these changes would be to provide immediate benefits to serving officers varying between 12% and 20% for rank and file (with the bulk receiving about 16%) and between 4% and 20% for officer ranks (with the bulk receiving about 20%).
