On 21st August 1979, the Council advised and the Governor ordered that those recommendations in the First Report on Principles and Practices Governing Civl Service Pay (Report No 1) which were essentially general guidelines for the Commission's review of the salary and structure of individual grades, as set out in paragraph 3 of memorandum XCR(79)176, be accepted.

The Commission has now completed this review and has submitted its First Report on Civil Service Pay (Report No 2), and Members were given copies with Note XCC/LCC(79)13 of 18th October 1979. Copies were also subsequently issued to heads of departments and staff associations, and the Report was discussed in the Senior Civil Service Council. The purpose of this memorandum is to seek Council's advice on the conclusions and recommendations contained in the Report.

The appraoch adopted by the Administration in processing the Report was explained to the Civil Service in a circular issued shortly after the Report was published. The circular commented that study of the Report indicated that in drawing up its recommendations the Standing Commission had considered carefully all representations made by both staff and management, Moreover, the Commission had taken into account the principles enunciated in its Report No 1. The circular also drew attention to the interlocking nature of the Commission's proposals, which meant that any alteration to a particular recommendation would in most cases call for reconsideration of other recommendations. This would require reference back to the Commission, and would delay submission of the Report to Executive Council by many months.

The circular advised that in view of these factors it was therefore proposed to submit the Report to Executive Council as it stood, with a recommendation that the revised pay scales should be generally approved, but that the Standing Commission should be asked to include in its future programme of work those matters in the Report which Staff or Management considered merited reconsideration. Heads of Depart- ments and Staff Associations were advised that (in connection with the submission of the Report to Executive Council) any comments should reach the Secretary for the Civil Service by 17th November 1979. In subsequent oral explanation it was made clear that comments received before 17th November would be made available to Executive Council.
