I attach a copy of a letter recently received from Mr Rogers of the Department of Trade concerning this post.

Mr Rogers is clearly of the opinion that there is now no great need for Mr Wilson's post and, indeed, seems to suggest that it could well have been cut following the last inspection.

As you will be aware, we are now under extreme pressure on both manpower and costs and the chance of saving 2 posts on the FCO establishment is tempting. (There is an HEO on BCARFE staff also paid by vary. May I please have your thoughts on disbanding the BCARFE office in May 1980 or, if necessary, even earlier?

1. The Hong Kong case for retaining BCARFE is verze. although he is based in Hong Kong, he has no resp- for civil aviation matters: the territory and fiskive rôle is simply a question of convenience: he is used because he is there - if he werent, other perfectly sa ways of liaising could be found.

Speaking as someone who dealt with civil aviation matters in a country in the Wilson's parish for for years (during which time he visited us no more then 2-3 times), I would agree whole heartedly with the Roge
