Brown (copy attached) that Mr Wilson should extend hi Field of operations to cover civil aviation relations with China, makes obvious sense in terms of use of manpower. Unlike his precedessor Mr George Rogers, who liked to keep everything in his own hands, Mr Roberts does not intend to involve himself personally more than necessary in negotiations with other countries and hopes to make more use of Mr Wilson's local knowledge and contacts.

Mr Wilson is accredited as Counsellor (Civil Air Attache) in Rangoon, Brunei, Djakarta, Seoul, Vientiane, Kuala Lumpur, Manila, Singapore and Bangkok. He is based in Hong Kong purely for convenience and is not of course part of the Hong Kong Government. It would be helpful to know whether the Chinese authorities would nevertheless be likely to see any difficulty about accepting him as a member of our Embassy in Peking. If this is the case, would they have the same objection to ad hoc visits?
