Thank you for your letter of 30 July.
objection in principle to an extension of Graeme Wilson's
responsibilities to cover civil aviation relations with
China with or without formal accreditation in Peking.
We are however asking the Embassy whether they consider
the Chinese would be likely to take exception to the idea
because of his residence in Hong Kong. The Embassy will
not of course approach the Chinese authorities at this
stage.
2. I realise that Graeme Wilson is not answerable to
the Governor in Hong Kong. If however it is decided
that a formal approach to the Chinese should be made
it would be courteous to check in advance that the Hong
Kong authorities have no objection.
