I refer to my letter of the 13th September 1978.
Following the return of the Retainer, sent to you with my

letter, duly signed by Dr. David Owen and Lord Goronwy Roberts
entered Appearance to the Writ of Summons on their behalf and
served the Sealed Memoranda of Appearance on the Plaintiff by post
on the 26th September 1978.
I have now been served with the Statement of Claim
and I enclose a copy for your information.

The material allegations, so far as Dr. David Owen and
Lord Goronwy Roberts are concerned really begin at sub-heading H
on page 28 and continue for the next 60 numbered paragraphs in which
the Plaintiff seeks to read all manner of innuendos into Lord Goronwy
Roberts' letter to Christopher Price M.P. of the 19th January 1978.
Clearly he feels very aggrieved by the treatment he says he received at the hands of the Hong Kong Magistrate Lo Hing Shing over 18 years
and it seems to me although the actions of the Magistrate
cannot be the responsibility of either of the Defendants, what he is
ago now
seeking to do is to re-open that question under cover of an action for
damages for defamation.
