C.6.,
At centre is a composite draft reply for the Minister of state to Mr. Cheong-Leen's letter at (1). The original draft replies ware provided by S for S (6), S for H (5) and S for E (7).
(this is attached,
2.
s for H has provided at (5) a note for the Minister, which is not intended for incorporation in the draft, which elaborates on the Home Ownership question. He has also attached a copy of the Acting S for H 's reply in Leg.Co. to Mr. Cheong-Leen's original speech.
3.
As regards the British Nationality Act question, D of I explained to me that he could not include in the draft any response to Mr. Cheong-Leen's comment on the one-year multi-entry permit issued to Hong Kong citizens, since this is entirely a matter of Home Office policy. The draft as submitted is therefore incomplete to that extent.
