Programmes have also been drawn up to redevelop an improve some rural townships and Hui Wo, Tai 0, Cheung Chau and Sai Kung are to be provided with rural low rise public housing with the expansion of community facilities.

Apart from development work within the towns,
emphasis is also being placed on providing a good communication network between the towns and with the old urban areas. The Mass Transit Railway will link Tsuen Wan with Kowloon and the Kowloon Canton Railway will be electrified and will run a suburban-type service through the eastern New Territories. A high speed highway is being developed between Tsuen Wan and Tuen Mun and there are plans for further similar highways between Sha Tin and Tai Po and between Sha Tin and Tsuen Wan. The remaining New Towns will be connected by a dual carriageway road.

The total cost to Government of the New Towns Programme (excluding Housing Authority expenditure) at November 1978 prices is estimated at $22,700 million and it is expected that private sector expenditure in the New Towns will be of a similar order.
Except for 4 loans
totalling $377 million from the Asian Development Bank for specific projects the cost is being met from recurrent
revenue.

The Development Process

The process of development begins with planning and engineering feasibility studies from which development plans and programmes are prepared. The implementation of the programme starts with the acquisition of land followed by site formation and the provision of essential engineering services e.g. roads, drainage and water. is very little unleased flat land, and although some of the developable land is made available by resumption of private holdings, much new land is produced by reclamation.
