Urban Council
I have taken note of your proposals for increasing the number of elected members of the Urban Council, and for widening the franchise for elections to the Council. We shall consider them in consultation with the Governor. However, as I explained during my meeting with you and your Urban Council colleagues on 24 September, this is an area in which it is important to proceed with caution.
