Dear Mr. Scott,
I refer to your letter of 1st. November, 1979, concerning the
factory owners' rent protest.
I am afraid I do not have your expertise in twisting an argument, or in belittling my opponent by expressions which make him/her appear to be an idiot - a method typical of the male chauvinist.
I did not know about the letter of the factory owners attached to your letter to me. I did explain to the factory owners that as they had been sufficiently intimidated with fear of eviction as to pay their rent in the first place, they were considered by your department to be in agreement with the increase. Whatever decision they make is their own. They can never win a case, of course,
if they are evicted for not paying, but set down as satisfied if they do pay. There is none of the "public consensus" glibly talked about by Denis Bray, but only bureaucratic dictatorship.
What changed my mind on this subject? When I heard their arguments I was convinced. You are not prepared to listen, and unwilling to risk the possibility of the other members being convinced. Government and people!!!
That is real liaison between
In all my years in Hong Kong I have never dealt with a Government
The only equal to Department so unscrupulous, as this one has been since 1973. it is the Urban Council's dictator!
Yours faithfully,
1. this.
