year. The flats delayed were at Shun Lee, Shek Kip Mei and Cheung Shan, due to bad weather, shortage of skilled building labour and shortages of cement.

For 1979/80 production is now anticipated at 35,548 flats (including 8,373 home ownership) instead of 43,035 estimated last year. These contracts were let during 1977/78 on very tight time schedule, but since then the pressure on the construction industry has been such that three major contracts will over-run the financial year by one to two months and one conversion scheme has been delayed through inability to vacate the blocks on time.

This revised programme from 1980/81 onwards

was produced based on the financial restraints over the next few years. Adjustments have been made by deferring the letting of certain contracts and extending the completion dates of others. A number of sites originally programmed for this 5 year period were deferred to the post-1983 period, thus enabling production to be maintained. However, additional sites must be identified soon to enable production to continue at this level in 1984/85.

The Financial Secretary has agreed that sufficient funds will be made available from the Development Loan Fund and the Home Ownership Fund to maintain the agreed level of production. Although Annex 8 to the Budget Speech refers to DLF drawings of $3,260m for the four year period 1979/80 to 1982/83, this is only the amount required to build the flats being completed during that period (111,000). However, to maintain the agreed revised rental programme will require the following expenditure at January 1979 prices:
