a refusal to sign the Form-A would subsequently mean that the owners objected to the authority's assessment on their buildings and refused to accept the authority's terms and valuation. In such conditions, the M TR office, of course, would not transfer the money to the accounts of Hopewell Co. nor to the owners. That again, was another wicked way through which the Government tried to threaten us.

In the correspondence of the M T R and the negotiation meetings with M T R staffs, it was clearly stated that we could go to M T R office for an appeal if we were dissatisfied with the authority's valuation of the buildings. If their words were true, why have they been forcing us to sign the so-called Form-A? Why should Form-A comes to effect.

Furthermore, this transaction of purchasing units of Allways Garden is very different from a normal purchase of a house, for example, we were not allowed to choose the units we like nor transference of title within the first six months.

Note 3 The whole truth in the measurement and survey of the buildings

This could be divided into three main points:

I) Aims

They aimed at collecting or making evidences to support their assessment, so that in case of any dispute over the "compensation", they would put the 'problem of valuation' to the Land Tribunal. With the power vested in the Land Tribunal they would block our way towards getting a fair deal.

II) Procedure

In order to achieve the above aims, the authority employed the following: a) In all correspondence, the authority kept stating that if we dis-

satisfied with its valuation, we could appeal to the Land Tribunal within a period of time. That had aroused certain fear in the
