Thank you for your letter of 3 July enclosing a further letter from Mrs Elsie Elliott, together with a press cutting.

The letter concerns the powers of the Hong Kong police under the Public Order Ordinance. As you may have seen from the Foreign and Commonwealth Secretary's reply to a question from Lord Brockway on 24 May, a review is in hand of the provisions of this Ordinance relating to public meetings and processions. I will let you know the outcome of that review when I hear it.

The Hong Kong Government have been asked for their comments on the matters raised in the newspaper article and I will write again when they have been received.

In the meantime I am returning the enclosures to

your letter.
