Lord Goronwy-Roberts on 23 February concerning the arrest of 76 boat dwellers and their supporters on 7 January in Hong Kong.
2. Two other MPs, Mr Robert Parry and Mr Ben Ford, have previously written to Lord Goronwy-Roberts about the same incident. Mr Parry
has also asked five Questions in the Commons, and Lord Brockway asked a starred question in the House of Lords on 12 February. Having been dissatisfied with the reply he received on that occasion, Lord Brockway has put down an unstarred Question, which is due to
be debated on 7 March.
3. I attach a draft reply to Mr Newens, which is based on
the substantial amount of background information about the case
which we have received from the Hong Kong Government.
