In Hongkong, we have no constitution to protect petitions and public meetings. All public meetings over 3 persons have to obtain license from the police. The Public Order Ordinance stated that "three persons or more, being organized, meet in a public place without a license" is deemed to constitute an unlawful assembly. I wonder whether this piece of law has any counterpart in Britain.
According to this piece of law, the right in proceeding to petition is confined to any twe persons in Hengkong, unless under the auther- ization of the police. We have the 'right' to petition but no right to assemble.
The abovementioned points will be the basis of argument against the H.K. government's reply to the public as well as the Foreign and Commonwealth Office. And we will keep you informed of the citizen right's movements in Hongkong as soon as possible.
