1. Mrs Elsie Mliott sent Lord Goronwy-Roberts a copy of her letter to the Editor of the Hong Kong Standard which was published on 1 March. The Minister of State has written to Mrs Elliott as a result. I enclose his letter (together with a copy fr your files) and would be grateful if you would send it on provided you see no objection.
2. Your telegrams about the arrests on 7 January emphasise the restraint exercised by the police in dealing with the various demonstrations mounted by the Yaumatei boat dwellers and their supporters. We made this point in briefing Lord Goronwy-Roberts. But it does seem to me that the police were not very clever in charging the juveniles involved in the demonstration, particularly those under 10, and thus obliging them to appear in Court. should be grateful for your comments
