1. Your minute of 4 April on visas for Hong Kong British sport holders visiting West Germany.
2. We accept that HMG cannot make a formal approach to the German Government solely on behalf of Hong Kong, but would have to take account of all British passport holders without the right of entry to the UK. Is there any case for making a formal approach on behalf of the entire category? If there is not, is there any reason why we should not authorise the Embassy in Bonn to make informal soundings about the Hong Kong request? We accept that the chances of success are slim, but is there any harm in giving it a try?
