RESPECTFULLY SHOWETH as follows

Your Petitioner humbly petitions your Excellency in Council
to permit your Petitioner to stay in Hong Kong.

Your Petitioner believes he can make a material contribution
to the economy of Hong Kong. Your Petitioner will not be a burden
on public resources.

the eldest son of Chang (Cheung) Liang Hou, the sole proprietor
of Wai Hing & Company of 803 China Building, 29 Queen's Road
Central, importer and exporter of steel, with a turnover of
HK$173 millions in 16 months.
Your Petitioner was born in Shanghai, trained in steel
manufacture, was employed in the Shanghai Sun Hu Steel Factory for
10 months in 1974, and in the Shanghai Mechanical Steel Blade Factory
for 4 years, from December 1974 to December 1978, in both cases in
the quality control department. Your Petitioner's works identity
cards are at annex "A", with translations thereof alongside.
