We thank you for your reply dated the 9th February, 1979 the content of which has been noted by us.
May we refer yourgoodself to the document issued by tho Chinoso Authority datod the 9th January, 1979 to Miss So Fung Yoe, a photocopy of the same is attached for your reference. The said document is a one-way-pormit to Miss So Fung Yoo to leave China and to enter Hong Kong and the point of entry was particularised to be Shum Chun. Miss So arrived in Hong Kong in the morning of the 15th January, 1979. Our instructions indicate that all papers relating to Miss So's position in Sar Tau Commune, Kam Tong Village, Pun Yuo District, Kwangtung and hor entitlement to the benefits of being a member of the said commune have ben cancolled as a result of her application to and the permission given to her to leave China ono way for Hong Kong.
In view of the aforesaid, We are under the impression that she is a legal immigrant. In the event that she is not considered to bo a legal immigration, may we be enlightened as to the definitii of a legal immigrant under the Immigration policy as existed on tho 15th January 1979 and the present policy if differences exist. Alternativoly, may we bo informed as to the reason or reasons for saying that 'Miss So does not qualify within prosent immigration policy to take up residence in Hong Kong'
