1. I attach a copy of a letter from Hong Kong's se Secretary for Security concerning proposed amendments to their Immigration Ordinance.
2. Because of the dire situation in Hong Kong con- cerning refugees from Vietnam, there is an extremely tight legislative timetable for these amendments and we have therefore been asked for any comments by 12 July if possible. This in effect means close of play tomorrow, 11 July. I should therefore be most grateful if you would let me have any comments on the Bill as soon as possible.
