(i) in relation to which an exemption has
been granted under section 61(2) of the
Ordinance; or
(ii) which bears an unexpired visa issued by
or on behalf of the Director of Immigration;
and
(b)
any person who has been granted permission to
land by an immigration officer.

Explanatory Note
This order declares persons resident or formerly
resident in Vietnam or Macau, or who have been in Macau
even in transit, to be unauthorized entrants, unless they
have a right to land in Hong Kong or have valid travel
documents. The effect of the order is to apply the
new sanctions in the Immigration Ordinance, to persons
who traffic in unauthorized entrants from Vietnam and
Macau.
