This set of regulations served to strengthen border control, to

put a stop to illegal emigration efïuctively, to uphold social order,

maintain stability and unity and to ensure the smooth implementation of

the four modernisation programmes by our socialistic mother country. It

is based on the apiric of the Criminal Laws of the People's Republic of

China Sections 176 and 177.

According to the regulations, people entering or leaving the

country, or entering the border areas, must have in their possession valid

documents and they must make their departure or entry by the designated

routes and open poris. Attempts to sneak out of the country are against

the provisions centrolling immigration and emigration and constitute offences

liable to punishment.
