Comment:
(1)
There appeared to be no connection between the two Fujian boats, although both had come from the same county (Jinjiang). They both did, however, largely comprise Overseas Chinese or persons with relatives in Hong Kong.
(2)
Some members of the second group were spoken to in Vietnamese (which was not apparently understood by them) and they were questioned about Vietnamese refugees resettled in Fujian Province. It was concluded that it was unlikely that this group of IIs contained any Vietnamese refugees amongst their numbers.

The fact that two boats from Fujian Frovince have been intercepted recently and two or three have, according to what the IIs said, successfully evaded controls is
a cause for concern, indicating that the traditional "catchment area" of IIs is extending further Northeastwards (however, the winds are favourable at present) and that II vessels can sail such a distance (over 600 kn.) without interception by Hai Gang (c. Hoi Kung).
