During his meeting with the Chinese Charge d'Affaires on 13 July, Mr Cortazzi repeated our concern over the levels of legal and illegal immigration from China into Hong Kong. He noted the decline in the number of illegal immigrants being arrested, and said that he welcomed the measures the Guangdong authorities had taken and that he hoped they would continue to strengthen them. He said that he hoped the Chinese could take steps to limit the number of legal immigrants to 100 per day.

Mr Chu replied that the Chinese were anxiou's not to inconvenience the authorities in Hong Kong. He said that the Chinese found it difficult to limit the numbers since, because of the close connection between Guangdong and Hong Kong, there was a long queue of those wishing to go to Hong Kong.
