The Huiyang Prefecture Office which was established in the Shenzhen Municipal PC in mid-june issued a document entitled '15 measures on strengthening border defence administration of the Shenzhen Municipal PC', The document which was issued to various basic-level units for their implementation listed the following
measures:
(a)
Attempted escapees were to be subject to Party discipline, State law and public criticism.
(b) Party members who attempt to escape will be dismissed from the Party.
(c) Cadres who attempt escape will be dis- missed from their posts.

It is strictly forbidden to wear bell- bottom trousers.
