1.
Immigration from China
The level of immigration, both legal and illegal, from China
has been a cause of great concern. We have explained to the
Chinese authorities the difficulties that such an inflow causes
in an already densely populated area and the way in which it exacerbates the problem of refugees from Vietnam in Hong Kong.
We have also sent reinforcements for the garrison. I am glad
to say that the Chinese are now taking steps to reduce the
number of people leaving China for Hong Kong illegally. There
is still room for improvement in the number of legal immigrants.
2. Public Order Ordinance
It is in the public interest that the police should have
adequate powers to control public processions and meetings
in a place as densely populated as Hong Kong. These powers
have not been used in a repressive way. The Hong Kong Government
are nevertheless reviewing the relevant provisions of the
Public Order Ordinance in the light of today's circumstances.
3. Clearance for Mass Transit Railway
The clearance of land and buildings to make way for the Mass
Transit Railway system has inevitably caused some problems.
All those involved have been offered compensation and where
necessary alternative accommodation. The Hong Kong Government
/are
