You know the U.N. High Commissioner has reached an agreement with Hanoi for a scheme of orderly departure for re-uniting ethnic Chinese with their families overseas. And in theory this is for up to 10,000 a month. Now in theory this could be a worthwhile scheme even though 10,000 is a very small proportion to this 60 or 70,000 a month who are turning up on the shores of South China Sea at the moment and Lord knows how many more leaving Vietnam and not turning up on the shores of South China Sea. But nevertheless it could be the beginning of an orderly departure programme. But as for how additional influence is brough to bear
this is the commonest question I have, please don't misunder- stand me, from journalists wherever we've visited and it was a common subject of discussion amongst officials and with ministers I don't think anybody is convincec of there being any easy way of doing it. Quite clearly, Russia has influence in Vietnam. Clearly perhaps they are more concerned with the opinion of the non-aligned w than with the rest; perhaps ASEAN sometimes has influence, sometimes does not, Vietnam's policy towards ASEAN seems to change from time to time. I think all ~ one can say about this is that one should keep on tryi

: Vietnam, I understand, has said, it would attend a
conference confined to humanitarian issues presided over by the U.N. High Commissioner. Whether it woul₫ attend any other conference or not I don't know. What is
the scope of the outcome of such રી conference right? It must produce pledges in terms of resettlement places and money on a scale that will be credible those reluctant hosts, including Hong Kong. We must have an assurance that these people will be taken off our hands within a measurable period. The numbers are so great that I don't think that it would be reasonabla to expect it to be done in a year or even perhaps two years. But taking into account the likely totality of the problem there must be pledges which ensure to countries with these people turning up on their beaches that if they don't shoot them; if they don't drive
