In recent months, workers and businessmen have made a number of journeys by boat from Hong Kong directly to the site and the communist China Merchants Steam Navigation Co. has applied for permission to run a regular ferry service as the site is developed. Recently this Company arranged for a high powered U, S. business group, led by William L. Seidman, a former Chairman of the U. S. Advisory Committee on the Economy, to pay a visit.

A directive has been given by the NCNA to the China Resources Co. and the China Travel Service to form a group to study future developments.

The inaugural CNAC charter flight from Hong Kong to Hangzhou (para. 5 of March Assessment) began on 30 June and flights to Guangzhou, hitherto every other day, became a daily service from 1 July.

Following a series of trial runs (para, 2, January Assessment), a regular road vehicle container service to Guangzhou via Man Kam To has been established by the Hong Kong transport firms of Nin Fung Co. and Shun Fat Co.

The Chinese border authorities have announced the introduction of three year multiple re-entry permits for use by Chinese residents of Hong Kong and Macau visiting China. They will be obtainable from the China Travel Service in Hong Kong. This will simplify the entry of visitors, enable the Chinese authorities to keep track of movements more efficiently and allow for control of personal imports into China of certain goods, such as TVs, radios, sewing machines, etc. which have been taken in by visitors in large quantities in recent months. Such imports are now limited to one item per person per year and will be recorded on the re-entry permit.

The local communist but ostensibly independent publications whose editors were called to Peking (para. 14 May Assessment) may not now be sent to subscribers in China, the grounds given by the Chinese postal authorities being that they are detrimental to the unity and stability of the country. The editors themselves were told in Peking that their publications were not reactionary but that the authorities reserved the right to restrict circulation.

The NCNA has instructed local communist editors not to publish Peking's earlier annoucements of proposed oil supplies to Taiwan through Hong Kong, as China now has no cil to spare !
