Thank you for your letter of 27 September about a possible JIC paper focussing on the implications for Hong Kong of the illegal immigration and refugee problems. The best way of meeting your requirement (and the only way of doing so quickly, I think) is for a JIC note to be prepared which will deal specifically with this aspect but will also briefly cover other threats to Hong Kong in similar terms to the relevant parts of the summary of the 1978 JIC report on the threat to Hong Kong.
I have asked Ken Walker, as the desk officer concerned, to get in touch with your Department and the Ministry of Defence about the drafting of a note on these lines. We will be glad if you so wish to consult the LIC in Hong Kong, as well as all those concerned in London, before submitting the note to the JIC. It would of course be open to Departments to propose a revision of the full report in due course, if this was felt still to be necessary after the note issued.
