Control on Legal Emigration by CPG Authorities

A recent interview at Lo Wu disclosed a notice inserted in the CPG passport advising the holder on various aspects of emigration procedure. The notice is not found in all such passports, although this does not signify a great deal since the holders or border authorities may remove before crossing the bridge. The particular example was enclosed in a passport issued on 7 September 1979, so our recent refusals of forged visa-promise letters cannot be held to be directly responsible for its appearance.
Even so it is an indication that the CPG authorities are taking some action on the problem.

All persons who had obtained permission from the Government to leave the Country should, after procuring the passports, rost them to the relevant Embassies in China for necessary entry visas and transit vises for Hong Kong,
The passports and valid documents (including correspondence letters from the Embassies), photographs etc should be posted by registered mail together with your names and correct address so that the Embassies may contact you directly.
All those who are required to proceed to the Embassies for entry formalities should bring with them their Passports and the notifying letters from the Embassies and approach the Duty Office of the Provincial Revolutionary Committee for obtaining the introduction letters to Peking for visa formalities.
4. All those who are required to proceed to the individual
consulates in Hong Kong for entry vises formalities should be in possession of the notifying letter from the consulates concerned or other valid documents for leaving for Hong Kong.
5. Persons leaving the Country should report to the individuals' Public Security Bureau and the Ration Shop for cancelling their residentship/ration formalities. For those who are unable to obtain the entry visas or other valid documents for the countries concerned should stay in the Country with easc for the revolution and construction of Socialism and should not go to Hong Kong blindly resulting in more difficulties both in economics and living when they are unable to obtain permission for entry facilities to their countries of destination nor stay in Hong Kong.
