ishing boats and occasionally fishing boats normally used for fishing purposes. There have been reports that intelligence on Marine Police and Royal Navy deployments is being passed to the operators of the Macau "snakeboats" and this is being investigated.

It would appear that almost every II, either arrested or successful, receives advice from one source or another on both the route to the border and on what to expect and do on arrival in Hong Kong. Apart from the Macau "snakeheads" and Tapeng speedboat syndicates, which have been the subject of previous reports, there is little evidence of syndication involved in escapes. The Haifeng syndicates merely provide boats and sometimes sail them to Hong Kong. Most assistance given is opportunistic or is given by relatives of the IIs on arrival in Hong Kong, rather than pre-planned in. any great detail.
