It is disappointing to see that the figures for legals on to still so high: we have heard very little about this subject - recent weeks which I had assumed meant that the problem was going away. In fact, I wonder whether the figures quotal above are correct: in a report to Exco at the beginning of April, the Secretary of Security said, if I recall correctly, that 23,000 legals had arrived in 1979 up to that date- as compared wilt the 32,000 - the first thee mouths quoted above. Can it be that the figues given by HKGO include those with onward visas?
